No guardrails

I felt like throwing out a silly question tonight: Why are there no guardrails on those platforms and pathways? They are all easy falling hazards. If OSHA ever spotted this, the organization operating the tower would have hell to pay in fines! --ENG 01:17, November 2, 2009 (UTC)
